Slow and steady wins the race: Public-private partnerships in the United States are growing, but not as fast as some had hoped

Watching the progress of P3 (public-private partnerships) infrastructure deals is like watching the race between the tortoise and the hare and focusing on the tortoise: There is forward motion, but it is really slow.

“People have been waiting for things to get going in terms of P3 opportunities in the U.S. for over five years,” says Andrew Lin, who has extensive P3 experience as a senior vice president – project finance at Bilfinger Berger and has worked at Borealis Infrastructure and Infrastructure Ontario. “We’re starting to see it, but it’s not going to be a sudden floodgate of opportunities in the next year or two. It’s an incremental progression, and opportunities are coming in dribs and drabs,” he adds.
